AUSTRAC‘s Fintel Alliance has uncovered coordinated mortgage fraud affecting 10 major Australian banks, with suspected fraudulent loans potentially totalling hundreds of millions of dollars. The investigation, called Operation Claw, identified systemic weaknesses in Australia’s lending sector and exposed patterns of fraud concentrated primarily in Sydney properties.
- Scope: 10 major Australian banks analysed
- Primary location: Sydney properties
- Fraud indicators: Inflated incomes, false employment, fabricated documents, offshore settlement funds, repeated use of the same brokers and accountants
- Money laundering: No widespread evidence identified, though vulnerabilities remain
The suspected fraud scheme involved false or misleading information across multiple applications, including inflated incomes, fabricated employment records, unverifiable business activity, and falsified documentation. Investigators identified patterns of offshore or third-party funds used for settlements and mortgage repayments, as well as repeated reliance on the same brokers, accountants, and law firms across applications. The activity extended beyond single lenders or borrower groups, indicating systemic vulnerabilities across the sector.
The most effective way to stop mortgage fraud is before a loan is approved. Once a loan is established and the funds have moved, recovering the money becomes significantly harder.

Participating banks have already begun using intelligence from Operation Claw to identify potentially fraudulent loans, investigate suspicious activity, and strengthen internal controls. AUSTRAC recommends that lenders review loan portfolios for patterns of fraud, verify identity and income documentation, monitor broker activity, and report suspicious transactions. The regulator emphasises that information-sharing across government, law enforcement, and industry is essential to detecting broader fraud risks that individual institutions may miss in isolation.
