CNV Argentina, the country’s securities regulator, has implemented a new Compatibility Matrix through Regulatory Resolution N° 1165, establishing which activities can be conducted simultaneously by market agents, crowdfunding platforms, virtual asset service providers, exchanges, and clearing houses.
- Coverage: Agents, crowdfunding platforms, virtual asset service providers (PSAVs), markets, and clearing houses
- Key Addition: Virtual asset service providers (ADCVNs) can now register as Financial Trustees with applicable capital and liquidity requirements
- Objective: Systematize regulatory provisions and reduce regulatory complexity
- Regulatory Tool: Identifies compatibility relationships and applicable capital and liquidity requirements
The matrix functions as a regulatory systematization tool designed to clarify which activities market participants can pursue concurrently while maintaining existing requirements, obligations, limitations, and conditions for each category. The framework maintains compatibility relationships and specifies capital and liquidity standards without altering baseline regulatory obligations across different participant categories.
We are pleased to present this new Compatibility Matrix, a tool that orders and systematizes regulations and allows simple and accessible consultation of which activities different market agents can develop simultaneously. We seek to provide greater clarity, predictability and transparency, facilitating decision-making and reducing regulatory complexity. This is another step in our modernization and simplification process, putting regulation at the service of market development.
The resolution also adapts provisions for the ADCVN (Virtual Asset Service Provider) category, permitting these agents to register as Financial Trustees upon meeting applicable requirements. Specific capital and liquidity standards have been established for ADCVNs operating simultaneously as Financial Trustees, clarifying dual-registration obligations for this participant class.
