CONSOB, Italy’s financial regulator, has ordered the blocking of six websites engaged in unauthorised financial activities, bringing its total enforcement actions to 1,822 website blocks since July 2019. The action, announced on 17 September 2026, targeted operators unlawfully offering financial services, investment products without prospectuses, and crypto-asset services without proper authorisation.

  • Unauthorised Activities: Three sites engaged in financial intermediation; one offering products without a prospectus; two providing crypto-asset services without authorisation
  • Crypto-Related Blocks: 235 of the 1,822 total website blocks relate to crypto activities
  • Legal Authority: Powers derived from Growth Decree, Law No. 8 (2020), and MiCAR regulations (Legislative Decree No. 129/2024)

The regulator exercised enforcement powers spanning unauthorised financial intermediation, unlicensed product offerings, and crypto-asset services. CONSOB noted that Italian internet service providers are currently implementing the blocking measures, with full enforcement potentially taking several days to complete. The enforcement action reflects the Authority’s ongoing commitment to protecting retail investors from fraudulent schemes operating across digital channels.

CONSOB has heightened warnings regarding increasingly sophisticated fraud tactics. The Authority flagged the rising use of cloned websites, fraudulent email campaigns, fake profiles impersonating public figures and celebrities, and synthetic media, including artificially generated images, voices, and videos, designed to manipulate investment decisions. The regulator advised investors to verify operator authorisation before engaging with investment platforms and to confirm that prospectuses or white papers accompany financial product and crypto-asset offerings. A dedicated “Watch out for scams!” section on CONSOB‘s website guides investors in protecting against financial fraud in an era of advanced artificial intelligence applications.
