Oliver Chow Pak Wah appeared before the Eastern Magistrates’ Court on 13 August 2026 to face three criminal charges related to his alleged failure to comply with investigation notices issued by Hong Kong’s Securities and Futures Commission (SFC). The hearing was adjourned to 17 September 2026 as the regulator’s prosecution moves forward in relation to two ongoing market manipulation investigations.

Chow pleaded not guilty to all charges, which carry allegations that he failed without reasonable excuse to comply with notices issued under section 183 of the Securities and Futures Ordinance (SFO). The prosecution was initiated under sections 184(1)(a) and 184(1)(c) of the SFO, which governs violations of investigation compliance requirements.

Chow was apprehended following arrest warrants issued by the Magistrate after he failed to attend two earlier court hearings on 23 October 2025 and 4 December 2025. The SFC applied for the arrest warrants at the December hearing. The Court subsequently granted him bail subject to stringent conditions, including a prohibition on leaving Hong Kong and mandatory surrender of travel documents.

The SFC commenced its investigations under section 182 of the SFO and issued the contested notices requiring Chow to produce relevant records and documents and to attend investigator interviews relating to the market manipulation inquiries.
